California Survivors: Tune In to the Committee on Revision of the Penal Code

Crime Victims United is encouraging victims, survivors, advocates and public-safety partners across California to tune in to an upcoming meeting of the California Committee on Revision of the Penal Code.
Why This Hearing Matters
The Committee on Revision of the Penal Code is charged with studying California’s criminal laws and making recommendations to the Legislature and Governor regarding potential changes to the Penal Code and criminal-justice system.
Its work can touch nearly every part of the criminal-justice process — including bail, sentencing, incarceration, probation, parole, diversion and alternatives to incarceration.
These conversations can ultimately help shape future legislation and policies affecting victims, survivors, defendants, families and communities throughout California.
Survivors should have a seat in that conversation — and being informed is the first step.
What's on the October 9 Agenda?
The upcoming meeting includes discussion of several significant criminal-justice issues, including:
Bail and pretrial release
Changes to pre-arraignment bail schedules
Court perspectives on bail
Legal issues surrounding pretrial detention
Sentencing enhancements and aggravating factors
Penal Code Section 17(b) felony reductions
Enhanced sealing of misdemeanor records
California crime statistics
Public comment
The Committee will also hear from San Francisco District Attorney Brooke Jenkins regarding bail and pretrial issues.
Why We Are Asking Survivors to Tune In
Advocacy shouldn't begin after a bill has already been written.
Understanding where policy ideas originate, who is participating in those conversations and what recommendations are being considered allows victims and survivors to engage earlier in California's policymaking process.
The Committee's work is particularly important because its statutory responsibilities include examining and recommending revisions involving sentencing, parole, probation, incarceration and alternatives to incarceration.
California's Constitution also guarantees specific rights to crime victims under Marsy's Law (Article I, Section 28). As California considers changes to its criminal laws, Crime Victims United believes survivors should remain informed about how proposed policies may intersect with those constitutional rights.

Start by listening.
Learn who serves on the Committee. Understand the proposals being discussed. Listen to the testimony. Consider how proposed reforms could affect victims and survivors.
And when you have something to say, participate.
The October 9 meeting includes an opportunity for public comment.
